In 1975, according to the designation of “Electric Industry Development Meeting” chaired by Mr. Sun, former ministry of Ministry of Economic Affairs (MOEA), to set up “non-profit organization of circuit breaker testing center”. In 1978, the Executive Yuan’s “Science and Technology Meeting” made a resolution to establish a "high voltage testing center for heavy electric industry". Accordingly, in April 1979, under the endowment and auspices of Taiwan Power Company and thirteen other domestic heavy electric equipment manufacturers, Taiwan Electric Research & Testing Center (TERTEC) was established as a non-profit Organization. TERTEC is the institute that incorporates “research, testing and certification” into one, providing the government and related industries with the most complete and professional services.
1. Research Services
To engage in government and enterprises on electric power, energy, environmental and chemistry related research projects and technology transfer and diffusion.
Certificate of Registration as a Technological Service Organization by Industrial Development Bureau MOEA. As follows:
(1) Study of energy efficiency standards for energy- consuming equipment or appliances.
(2) Study of electric demand-side management and effective utilization of electricity.
(3) Study of performance improvement for electric equipments.
(4) Study of energy conservation technology.
(5) Study of renewable energy technology.
(6) Study of high voltage and high power testing technology.
2. Testing and Inspection Services
(1) Electrical equipment testing and inspection services.
(2) Household electric appliance safety and EMC testing.
(3) Lighting product testing.
(4) Test of degree of protection provided by enclosures (IP).
(5) Predictable failure diagnostic of electrical equipment in operation.
(6) Watt-hour meter and CT,PT testing and inspection. Electricity and temperature calibration; electronic instruments, CT,PT watt-hour meters and thermometers.
(7) Certificate test and calibration service for PV modules and Reference solar cell.
(8) Small wind turbine performance and safety tests.
(9) Safety and compatibility test for electric vehicle supply equipment
(10) Utility compatibility test for renewable energy power conditioner
(11) Insulation protective equipment testing and inspection services
3. Certification Services
(1) BSMI factory inspections.
(2) Certification guidance for electrical products being exported to Japan.
(3) JET contracted factory inspections.
(4) BSMI contracted registration of product certification (electric appliance items, including air conditioners, ballasts, cold cathode fluorescent light/tube (CCFL/ CCFT ), and self-ballast florescent lamps).
